In a suburb of Sacramento the police force has decided it will pull over "good" drivers and reward them with a $5 Gift certificate to Starbucks. This sounds like the most bogus attempt at pretextual stops I have ever heard. Maybe I am being pessimistic, we all know that police are not known for any shady business, especially in California.
On top of that, five bucks!?!
